In-depth Discussions
Between 21st November 1977 and 1st December 1977, twelve group

discussions were carried out by the Home Affairs Department to
consider major points in the proposed scheme. Each City District
Officer chaired a consultation meeting with community leaders from
various walks of life in the District, after the Deputy Director of

Questionnaire Design
