The following sectors could not be included for reasons given:
(a) fishery and agriculture: majority of workers were self-employed. (b) mining, quarrying, electricity, gas and water: number of
(c) contruction industry:
establishments and employment size were
both too small.
building sites were too widespread and the
number of employees was generally unstable .
A good sample frame could not be drawn up.
(d) transportation:
high mobility of workforce.

No sample frame
Hence the survey included employers from the following four sectors,
which were largest by number of establishments and employment size:
(1) Manufacturing
(2)
Wholesale and Retail
(3) Restaurants and Hotels
(4) Finance, insurance, real estate, and business services
Reliable and ready sample frames for the above were kindly supplied
by the Census and Statistics Department.
Selection of Employees
Employees covered in the survey were taken from all types of occupations and industries, since they were approached by interviewing the
principal bread-winner in sampled households.
This approach is explained
in a later part of this report.
