He felt that the programmes presented a fair picture of the Force and of the substantial difficulties which it faces, but accepted that there are occasions when editing has produced a misleading picture. Lord Goronwy-Roberts asked whether the programmes had been shown in Hong Kong and Sir Murray replied that they had not, as yet, but that they will be once the cases shown are no longer sub judice. Lord Goronwy-Roberts agreed that some of the "factional" techniques, and also the editing, had distorted the true picture. Mr Murray expressed some surprise at the lack of Parliamentary and public reaction to the series.

9. Lord Goronwy-Roberts reiterated HMG's full support for the Governor and ICAC in the fight against corruption and his opinion that matters had progressed very satisfactorily in view of the last November debacle. He looked forward to seeing Mr Cater when he is in England
10. The Minister then turned to social development in Hong Kong which he said was of great interest to the United Kingdom and on which the Secretary of State will undoubtedly wish to be briefed for his planned autumn visit to the Colony. All are agreed that the proposed semi-voluntary contributory scheme is a very significant development, although only a starting point. The debate now will be over the timescale for future developments.
11. The Governor explained that social development is at a very delicate stage with an extensive public debate in progress. The new plans for expanding education have met criticism from many sides, but the Government believe that they now have the right balance; in particular, the increased emphasis being placed on technical and vocational training. Two Green Papers have outlined a programme of increasingly generous benefits for the elderly, the handicapped and the young over the next 5 years. Additional services to be introduced include a register of the disabled and a new programme for screening the very young.
