1. Paragraph 2 of the minutes of the meeting between Lord Goronwy-Roberts and the Governor of Hong Kong on 19 July records that a draft of the HK Social Security White Paper will be sent to the FCO in early August.

If you need to remind the Governor of this commitment it might be expedient to draw his attention to two seminars held in Hong Kong in April and sponsored by the Hong Kong office of the International Metalworkers Federation. I came across a reference to these seminars in a trade union bulletin from Singapore - a copy is attached. I had hoped to obtain from the IMF copies of the seminar papers and details of the conclusions reached on "Social Security Development in Hong Kong" but have been told that the only copies are held by the IMF representative in Hong Kong, Mr Lee (Shing-Chu-Lee). We are still trying to get these papers ourselves but it might be worth asking the Governor if he could obtain them. They might corroborate my view that there is considerable support in Hong Kong for a comprehensive social insurance scheme which would include a non-means tested unemployment benefit and death and retirement benefits.
