I discussed the Governor's letter of 1 November with Mr Heppell over lunch today. He accepted that a contributory schene created difficulties but thought that some of them might have been exaggerated, and that it might not have been realised that there were ways of getting round others (eg the problem with the Public Service described in paragraph 6(a) of the Governor's letter). Mr Heppell undertook to set out his views in writing and let me have them within the next few days. Once we have Mr Heppell'8 tiews and those of Mr Hurst it will probably be appropriate for me to write to the Governor to seek his comments. My present inclination is not to submit to Ministers before those comments have been received.
2. In the meantime I undertook to send to Mr Heppell any details we might have on file of the alternative scheme proposed by the Employers. I think there was something attached to the draft ExCo memorandum.
