Miss Wills has provided me with a copy of Mr Heppell's letter of 16 November and the note he has prepared following consideration of the Governor's letter of 1 November. I do not think we should proceed by way of a detailed reply to the Governor's letter which includes a number of estimates which I should find difficult to refute.

2 I would suggest a meeting, possibly in Mr McLaren's office with Mr Heppell present, as a preliminary to following Mr Heppell's suggestion that his memorandum should be passed on to the Governor.

3 I also agree with Mr Heppell's suggestion that Hong Kong should be advised not to reject out of hand proposals for a contributory social security scheme and that it is preferable in every way for another Green Paper to be published in Hong Kong setting out the pros and cons and the difficulties involved.
