If this proposal is accepted, it is recommended that the qualifying period for the long term supplement be reduced from 18 months to a year, since on average only about 5% of recipients have savings when they first apply for PA. A twelve month qualifying period would also be easier to administer. This proposed reduction in the qualifying period accords with the views expressed by Honourable Members previously and would have the effect of widening the eligibility net. The Social Welfare Advisory Committee raised no objection to a proposed annual supplement of $500 for a family and $250 for a single person, which should be sufficient to meet essential replacements of household effects.

It was proposed in the Green Paper that while a PA recipient who did not have to register with the Employment Service as a condition of receiving assistance should be allowed to retain half his earnings up to a maximum of $100 a month, any earnings in excess of $200 a month would be taken fully into account in assessing his PA entitlement. The Hong Kong Council of Social Service has suggested a more generous level of disregarded resources to provide a greater encouragement to self-help. It is therefore proposed that the first $50 earnings be disregarded entirely, and that 50% of the next $200 be disregarded, thus allowing a total of $150 in disregarded income. Any earnings above $250 would be deducted in full. It is also proposed that when more than one family member reports marginal earnings, their incomes should be pooled to determine the total amount of disregarded income. This would eliminate collusion between family members to obtain the maximum amount of disregarded income.
