Introduction

On 30th August 1977, after considering memorandum XCC(77)65 at Annex, the Council advised and the Governor ordered:

(a) that a Green Paper on Social Security Development

should be published in November 1977; and

(b) that the paper should cover:

(i)

(ii)

the proposed improvements to the public assistance scheme (supplementary allowances for long term cases and disregard of earnings of those not required to seek work),

the establishment of a social security appeal board,

(iii) the extension of the community care allowance

scheme to those aged between 70 and 74, and

(iv)

to those incapable of working,

the proposals for a sickness, injury and

death benefit scheme

contained in the memorandum,

The Council asked:

(a) that the reduction of the qualifying period for long

term supplement (paragraph 17 of the memorandum) and for incapacity allowance (paragraph 28 of the memorandum) from 18 months to one year should be considered; and

(b) that the renaming of the disability allowance in both

English and Chinese proposed in paragraph 25 of the memorandum should be reconsidered in con- sultation with the Secretary for Home Affairs.

On 20th September 1977, Members noted the proposed phased implementation of the various proposals in the rehabilitation, elderly, personal social work among youth and social security programmes, and the staff and financial implications involved.
