Dear Mr. Lee,
SICKNESS, INJURY AND DEATH BINKFIT SCHEMS
We were asked through Mr. Heppell to make an sassement of the benefits that could reasonably be provided from the contribution rate of 4% of earnings under the proposed sickness, injury and death benefit scheme.
We have now prepared a short report on the cost of the proposals, which I enclose. You can, if you wish, treat and publish it as our formal report. If, however, it is not what you need, or if you have any criticisms to make or points to raise, please treat it as a draft and let us have your comments; we would then prepare a revised report.
We discussed with Mr. Heppell the various documenta we received about the new scheme. In the light of this discussion we have written a separate note about aspects of the scheme which need consideration and this also is enclosed. If you think that any part of this note should be incorporated in our formal report, this could readily be arranged.
Please do not hesitate to raise with us any queries you have. If you think it would be useful, we could arrange for me or one of our other officers to pay a short visit to Hong Kong to discuss the problems on the spot with you and your staff.
