In connection with the meeting planned with the Government Actuary I thought you might like to see the attached note which explains Gibraltar's social insurance schemes.
2. At the meeting with the Government Actuary I think there would be merit in tabling Gibraltar's scheme and asking whether it might prove a model which we could urge Hong Kong to follow. Taking account of Mr Cortazzi's view that there should be a Hong Kong Government contribution to any scheme dealing with unemployment and retirement benefits I think we might ask the Government Actuary to cost a Gibraltar type scheme on the basis of:-

(i) Equal flat rate contributions by the Government
employee and employer;
(ii) equal flat rate benefits for sickness, injury,
death, unemployment, and retirement.
The social insurance scheme adopted for Hong Kong should be compulsory in my view and not voluntary.
