HONG KONG: SOCIAL DEVELOPMENT AFTER 1980
1. I attach a draft outline paper which is largely the result of Mr Upton's efforts. The ideas are based on the current Planning Paper, the Standing Committee's discussion, Mr Hurst's report and the Hong Kong Development Plan,which has also been checked to ensure that there is no overlap with definite proposals already made in Hong Kong,
2. I have discussed and cleared the draft with Mr Hurst and Mr Walsh.

Except for the section on housing, I agree generally, will the ideas in this draft. But I do not think the form of the outline paper is quite what is required and I have therefore recast it in a more "sheletal "form, incorporating substantially the same proposals.
2. On housing, I believe that the Hong Kong Government's achievements are already outstanding by any standard, and
, any suggestion that they are not doing enough would be churlish: we ought therefore to do no more than endorse what is being done already. Now do I believe it is realistic to extend the Home Ownership Scheme into the lower income groups, where the demand will continue to be for minimal cost rented accommod ation, I have incorporated these thoughts in the revised draft.
