HONG KONG: SOCIAL DEVELOPMENTS AFTER 1980
1. At the last meeting of the Planning Committee to Monitor the Hong Kong Planning Paper, Lord Goronwy-Roberts instructed that a draft paper on social developments in Hong Kong after 1980 should be prepared in time for Mr Michael Stewart and myself to discuss it with the Governor and his officials when we visit Hong Kong later this month.

Most of the recommendations in the existing Planning Paper (which covers development up to 1980) have either been implemented or are firmly in the pipeline. We now need to consider what should be done after 1980 to achieve and maintain in Hong Kong a stable society with decent living standards for everybody who chooses
to make his home there.
3. To make social developments possible at all we must assume continuing economic prosperity, which in turn presupposes a stable political situation. We are preparing a separate paper on this subject, but for the purposes of the present exercise I have assumed that the Hong Kong economy will continue to grow at about its present rate, and that this will enable the government to provide resources for social development in proportion to GDP which are at least as generous as the present provision.

I recommend that Mr Stewart and I should put to the Governor an outline development plan based on the attached draft. This
is, at this stage, no more than a discussion document: our objective is to draw up a plan agreed both by us and by the Governor in
time for the Secretary of State's visit to Hong Kong in the autumn.
