Director of Social welfare Social Welfare Department Lee Gardens (4th Floor) Hysan Avenue

Hong Kong

Dear Mr. Lee,

SICKNESS, INJURY AND IMATH BENEFIT SCHEME

We were asked through Mr. Happell to make an assessment of the benefits that could reasonably be provided from the contribution rate of 4% of earnings under the proposed sickness, injury and death benefit scheme.

we have now prepared a ́ahort report' on the coat of the proposals, which I enclose. You can, if you wish, treat and publish it as our formal report. If, however, it is not what you need, or if you have any criticisms to make or points to raise, please treat it as a draft and let us have your commenta; we would than prepare a revised report.

We discussed with Mr. Heppell the various documenta we received about the naw scheme. In the light of this discussion we have written a separate note about aspects of the scheme which need consideration and this also is enclosed. If you think that any part of this note should be incorporated in our formal report, this could readily be arranged.

Please do not hesitate to raise with us any queries you have. If you think it would be useful, we could arrange for me or one of our other officers to pay a short visit to llong Kong to discuss the problems on the spot with you and your staff.

Yours sincerely,

L V MARTIN
