According to a sample survey of PA recipient in 1977 only 7.2% of 4 - 6 member families on FA received $800 - 900. The average PA payment to a family of this size was $525.00. It should be note that 70.5% of all FA cases were singletons.

Although social changes and environmental factors are exerting some pressure on the family unit, family ties are still relatively strong and the indications are that in an extended family,

incomes and expenses are still usually shared. It is therefore considered appropriate to continue to

take totul household income into account for the purpose of assessing, public assistance in normal cases. Under the existing scheme, however, married

children under the same roof can be considered as a

separate household, if there is evidence that they do not share income and expenditure.
