1. I read with interest Mr Wong's letter of 18 July. I suggest all that is needed is for Mr Quantrill to send an appreciative letter of acknowledgement. He might also wish to mention that "the various instances of activism on the part of certain grades within the Civil Service" (para.8 of Mr Wong's letter) confirms an impression gained by the OLA in February that the consultative arrangements within the Civil Service need to be overhauled. Professor Turner is believed to be involved in this process and we hope he can be instrumental in pointing the way ahead to satisfactory consultative/ negotiating/arbitration procedures.
2. A point of considerable interest is the apparent change of attitude shown by communist trade unions (para.14 et seq). The question might be asked whether, during his next visit, Professor Turner might now be able to establish contact with the HKFTU.
