is a real danger that this statement by a high-ranking official could be construed as an authentic assessment of Hong Kong by Her Majesty's Government. This would not only mislead the British public, but could damage Hong Kong's relations with other countries. In the circumstances we feel that it is not entirely inappropriate that a formal statement from Her Majesty's Government should be made to indicate the official view of the situation in Hong Kong.
