In the remaining areas the apparent position on paper is that Hong Kong is on a par with most of the neighbouring countries. However, as can be seen in Section VIII, Hong Kong almost certainly pays most attention to the enforcement of legislation while most other territories (Malaysia and Singapore to a lesser extent) have made no great effort to enforce

the labour standards prescribed by law. If this aspect is taken into account, Hong Kong's relative position could be greatly improved; indeed Hong Kong would probably lead the field in most areas. A comparability summary of labour conditions is given.

In Section X a brief commentary on social security arrangements in the territories under study has been given. It is even more difficult to grade the territories in terms of the comprehensiveness of their social security systems. Indeed each territory

has introduced measures best suited to its own

circumstances within the resources available and

having regard to its overall priorities. the Philippines has the most comprehensive social security system, but the level of benefits provided is low. Most other territories including Hong Kong have partial coverage; Indonesia and Thailand are the least developed in this field.
