Strictly speakin,, it was not within the terms of reference of the Fact inding Mission to examine industrial relations systems in the six countries. in the course of our discussions with officials and
unofficials in these countries, this subject was also raised by us. for reference purposes a brief description of the industrial relations system in each country is given below.
Indonesia
9.2
The country's trade union movement has in recent years gone through a period of drastic change. All communist trade unions have been abolished, and only one federation of trade unions(the All Indonesian Labour Federation (FBSI) established in February 1973)
representing the interests of workers and one employers' organisation (the Employers' Association in Indonesia (PULPI) established in January 1952), are recognised in labour and socio-economic matters related to management- labour relations. Over 10% of the labour force is
unionised so far.
9.3
Since December 1974 the PUSPI and the FBI both subscribe fully to "Pancasila" the State ideology built around five basic principles: ivinity, a Just and Civilised Humanity, a united Indonesia, Consultation and deliberation in order to reach a consensus, and
social Justice. we were informed that industrial
relations develop harmoniously within this framework,
and both sides do not resort to strikes or lockouts.
Indeed, no strike or lockout has taken place since 1975.
