To improve the situation, the Korean Government encourages the regulation of the terms and conditions of employment by collective agreements. Trade union activities are limited (only about 8% of workers are unionised) and workers' organisations are generally unable to keep a watchful eye on the statutory benefits to which workers are entitled.

However, enforcement is likely to improve in the near future becuase the National Assembly has endorsed in principle proposals to increase the number of labour inspectors by 50 a year commencing from 1978, and to set up a separate Ministry of Labour Affairs in the early 1980's. Meanwhile, the Federation of Korean Trade Unions plans to intensify its educational programme on labour legislation.

E.8 Law enforcement is generally effective in the industrial sector and among trades having a reasonable proportion of organised labour. Officials of the Labour Department take a serious view of the enforcement of statutory labour standards although they do not consider it necessary to prosecute employers for cffences against industrial health and safety. The difficulties encountered are mainly connected with manpower shortage, the geographical spread of industrial undertakings, language problems (due to the multi- racial labour force), occasional political pressure, and the lack of co-operation from workers.
