I. INTRODUCTION
In his opening address to the Legislative Council in October 1976, H.E. the Governor emphasised the need to bring Hong Kong's labour and social security legislation and provisions broadly into line with the best in the neighbouring Asian ⚫ountries. To do this it is essential that up-to-date information on the legislative provisions and practices in these countries should be collected. At a subsequent meeting at Government House, H.d. directed that a fact finding mission should be despatched. A team consisting of lir. Dominic S.W. Wong (Principal Assistant Secretary for Social Services) and Mr. YEUNG Chi-kin (Labour Officer) visited six countries: Thailand (19th 27th September 1977), Malaysia (28th September 8th October), Singapore
(9th-18th October), Indonesia (19th 28th October), Korea (31st October 8th November) and the Philippines (9th-18th November). Both Japan

and Taiwan were excluded Japan because of its highly developed economy and social system, and Taiwan for obvious political considerations.

Arrangements were made through H.M. Embassies and High Commissions in the capital cities of the respective countries for the Hong Kong team to hold discussions with officials in the ministries and government departments concerned with labour matters and social security
arrangements. The team also met and discussed these matters with relevant statutory bodies, trade union leaders, employers' representatives, and individual workers and employers in factories, both formally and informally.
