paragraph 3 above. Payment to cover all airfares, and advances of 50% of the remaining total individual payments will be made to you and your colleagues on receipt of your acceptance of the terms set out in this letter. The balance will be paid 28 days after the receipt of the report mentioned above. I would like to draw to your attention the fact that the honorarium payments will be subject to United Kingdom income tax at the appropriate rate.
5. This appointment is subject to the condition applicable to persons in the service of the British Government that it may be terminated at the pleasure of the Crown. You, Mr Handy and Professor Hart will also be bound by the provisions of the Official Secrets Acts. These Acts cover inter alia the communication to unauthorised persons of information which has been obtained as a result of this study. May I therefore ask you to sign the enclosed declaration in duplicate, retaining one copy and returning the other copy to this Office?

If the terms set out in this letter are satisfactory to you, may I ask you to sign the acceptance at the foot of the enclosed copy of this letter and return it to this Office as soon as possible?
7. I am also sending two copies each of this letter and its annexes and of the Official Secrets Acts declarations to Mr Handy and Professor Hart. If the terms are satisfactory to them, may I also ask that they sign their acceptance at the foot of one copy of the letter and return it and one signed copy of the Official Secrets Acts declaration to the Hong Kong and Indian Ocean Department as soon as possible.
