Thank you for letting me see the two letters to Professor Turner of 4 June and 15 July 1976 which set out the arrangements relevant to his enquiries into the labour relations situation in Hong Kong. His acceptance of the conditions set out in these letters and his subsequent acceptance of the terms contained in Mr Stewart's letter of 21, April 1977 constitute, in my view, a contractual agreement which is binding on the Professor. If there is any doubt about this view, I suggest you take legal advice.

I think we should be absolutely clear on our position in view of the possibility you indicated yesterday that Professor Turner may be considering an alternative assignment in Zambia with consequent delay to his final report on Hong Kong. considerable delay in its completion is not only irritating but embarrassing from the point of view of answering critics such as Mr Macgougan. I note that a Parliamentary Answer was given to Mr James Lamond MP in April expressing Professor Turner's hope that he would complete his report "by late summer". I believe we must make a firm effort to get this report and that a letter in pretty terse terms should be sent to him pointing out his commitments in the exchange of correspondence in 1976 and April 1977.
