Remarks

Wages records are being kept by em- ployers in a variety of forms which meet their own requirements. There is no statutory requirement to keep such records in a prescribed manner, and a standardised format is not considered necessary at present.

It is not proposed to introduce statutory minimum wages in agriculture at present. Agriculture is carried on mainly by small holders who are either self-employed or members of farmers' families.

Enforcement in the private sector presents great problems but consul- tation with industry and commerce is proceeding.

There are no proposals to introduce a comprehensive social security scheme in Hong Kong.

Illiteracy of fishing boat owners and fishermen and traditionally harmonious relations render implementation im- practical and unnecessary at this stage.

Enforcement likely to present great difficulties.
