Appendix III lists four conventions on which progress may be possible after 1978. These will be examined in greater detail during 1978 in order to formulate a programme for 1979 and 1980.

Convention No. 69 has been dropped from the list of possible improved declarations, for the reasons given in paragraph 2(b) of our letter to FCO dated 4 November 1977. Similarly no improvement is possible in respect of Convention No. 68. A list of the thirty conventions on which no impro- ment is envisaged at present is at Appendix IV.
