Annual Review of the Application of
International Labour Conventions to Hong Kong
I attach the Report for 1977 of the application of
ILO Conventions to Hong Kong.

You will see that we have made improvements in respect of six Conventions (one more than we undertook to do) and that we hope to make improvements to another six in 1978.

The present practice is to send two separate series of reports about ILO Conventions. One series (which covers the calendar year) is sent each January. We also submit the extra reports asked for by Lord Goronwy-Roberts (see the Governor's letter of 4 May 1977 and mine dated 4 November 1977). In paragraph 3 of this last letter, I undertook to send a further report in about six months time, but I suggest that we should rationalise the system, by sending an annual review each January, supplemented by a progress report each July.

Unless I hear to the contrary, we will send our next report in July, 1978.
