Please refer to your minute of 3 March. I attach a copy of a minute of 9 March in which Mr Willcocks comments on the point made by Lord Goronwy-Roberts in respect of your submission of 23 February. You will see that quite apart from a comparison with neighbouring countries in South East Asia, Hong Kong does not come off at all badly in relation to a selection of British non-metropolitan territories.
2. An additional point should be noted: the numerical score of International Labour Conventions applied or ratified is of course significant, but even more important is the extent to which national labour legislation based on those Conventions is enforced. From my recent visit to Hong Kong, I would say Hong Kong comes off well in this respect compared, say, with the Philippines and Indonesia. Certainly both Government officials and employers' representatives in Hong Kong made this point to me with some force.
