The Air Traffic Control System

The Air Traffic Services Section is part of the Operations Division of the Civil Aviation Department' of the Hong Kong Government and is responsible for the control of aircraft in the air, of aircraft and vehicles on ground manoeuvring areas and for the establishment and direction of a safe, orderly, and expeditious traffic flow. It is also responsible for the upkeep and dissemination of current aeronautical information, and the provision of search and rescue facilities. Its responsibilities embrace the Hong Kong Flight Information Region and Area of Responsibility, extending over an area of approximately 167,000 square miles of the South China Sea.

All administrative and financial matters relating to the Air Traffic Services Section are handled by the department, which is responsible for the efficient provision of air traffic services, the operation and functioning of the International Airport at Kai Tak and for all civil aviation matters.

Conditions of Employment and Service of Controllers

The controller is a civil servant of the Hong Kong Government and enjoys all the privileges and benefits accorded to an officer of similar grade, and his obligations are those prescribed under the Civil Service Regulations.

The salary scales of our controllers are parallel to those of other professional grades, e.g. engineers, architects etc., and are as follows:-

HK$124,200 p.a.

HK$104,700 p.a. x 2 increments to HK$113,340 p.a.

HK$72,360 p.a. x 7 increments to HK$100,380 p.a.

HK$44,940 p.a. x 9 increments to HK$68,760 p.a./

HK$23,880 p.a. x 9 increments to HK$38,700 p.a.

Our air traffic controllers on controlling duties work a 39-hour week, the maximum weekly being 40 hours and the average 38.
