I am directed by Mr Secretary Owen to request that a declaration in the following terms be communicated to the Director-General of the International Labour Organisation.
"In accordance with Article 35(2) of the Constitution of the International Labour Organisation the United Kingdom Government hereby declares that the Human Resources Development Convention 1975 (No 142) will be applied to Hong Kong with the following modifications
Article 3: Vocational guidance is in general not available to adults;
Article 5: Employers' and workers' organisations have not been involved in the formulation and
implementation of policies and programmes of vocational guidance."
