It is not proposed to introduce statutory minimum wages in agriculture at present. Agriculture is carried on mainly by small holders who are either self-employed or members of farmers' families.

Enforcement in the private sector presents great problems. Further review of existing legislative and administrative measures is being undertaken to see whether improvement in declaration is possible.

There are no proposals to introduce a comprehensive social security scheme in Hong Kong.

Illiteracy of fishing boat owners and fishermen and traditionally harmonious relations render imple- mentation impractical and unnecessary at this stage.
