Paid Educational Leave

There is at present no legislation applying fully the provisions of this convention in Hong Kong. Only the Apprenticeship Ordinance, which lays down the legal framework for the training of technical manpower

at craft and technician levels, provides for paid educational leave for a small group of workers, i.e. the

registered apprentices.

To comply with the provisions of this convention, legislation would have to be introduced as collective

agreements are not common in Hong Kong.

This paper attempts to examine what should be done in order to comply with the provisions of the

convention and also the difficulties if applying a policy of paid educational leave at the present stage of

economic development in Hong Kong.
