In paragraph 5 of John Stewart's letter of 2nd March 1978, we were asked to examine the possibility of applying ILO Conventions Nos. 100, 120 and 140 to Hong Kong.
We have now completed our examination of Conventions Nos. 100 (equal remuneration) and 140 (paid educational leave), and our conclusion is that Hong Kong is not yet in a position to apply these two Conventions because of the practical and administrative difficulties involved, especially with regard to :
(a) the definition of "remuneration"
and the establishment of the necessary machinery to enforce any equal pay legislation if introduced (Convention No. 100); and
(b) Articles 2, 4, 5, 6 and 7 (Convention
No. 140).
