time during which smaller offices and shops in older buildings will gain compensation from land developers to enable them to move into more suitable offices or to enable them to cut their losses in closing down their businesses. Alteratively if an improved declaration must be made, those shops and offices located in old buildings built before a prescribed date should be exempted from the application of legislation to be introduced to give effect to the provisions of the convention. However, this does not appear to be possible under Article 2 of the Convention. At any rate, it is not possible under present circumstances in Hong Kong to meet the standards as set out in the I.L.0. Recommendation.
