In paragraph 5 of John Stewart's letter is of 2nd March 1978, we were asked to examine the possibility of applying ILO Conventions Nos. 100, 120 and 140 to Hong Kong. I have already replied in respect of Nos. 100 and 140 (my letter of 15th November refers).

We have now completed our examination of Convention No. 120 and our conclusion is that, because of local circumstances which give rise to many practical and administrative difficulties, Hong Kong is not yet in a position to apply the Convention in the foreseeable future. In particular, a major obstacle is presented by the numerous offices and shops that are established in old buildings, which cannot be economically restructured or renovated to meet the standards of the Convention. position paper giving details is attached.

As is now our established procedure and in addition to consulting Government departments concerned, we have consulted the Labour Advisory Board's Committee on Implementation of International Labour Standards (which has been set up to comply with the provisions of ILO Convention No. 144).
