1. I submit draft replies and background note to the five Questions put down by Mr Ronald Atkins MP (Labour Preston North) for priority written answer by the Secretary of State on 10 May.
2. Mr Atkins last put down PQs on Hong Kong in February 1976, concerning Hong Kong's expenditure on social welfare, and child labour; but he added a supplementary to Mr Hal Miller's Oral PQ on 26 April 1978. It is possible that Mr Luard's answer to this prompted Mr Atkins to renew his interest in labour and education
matters in Hong Kong.
3. The replies are based largely on information supplied by
Hong Kong.
