1. In Hong Kong Tel No 084 of the secreta for Social Services mentioned a special report on child labour prepared by the Anti-Slavery Society for a UN working group. I attach a copy of the report.

2. In general the report is concerned with

the employment of any child under 12 and with the employment of children under 16 in jobs which may jeopardise their health, safety or morals.

3. The only specific mention of Hong Kong

is on page 7. The census on which the Anti-Slavery Society bases its figures was takem in 1973. Since then progress has been made in the registration of all 11 to 17 year olds, and in the prosecu- tion of employers found employing children illegally.

4. As the report points out, the employment

of children is related to the legislation on education. The Director of Education has power to compel attendance at school by children between 6 and 11, and by September 1980 his power will be extended to children below the age of 15 and who have not completed form 3.
