The Secretary-General was requested to "conduct a thorough investigation into the violations of the rule of confidentiality and in particular the publication of an objectionable news item in "Le Monde" of 13 September 1978 with regard to the confidential deliberations of the Sub-Commission". It also requested the Secretary-General to "devise and bring into effect appropriate measures" to prevent breaches of secrecy, and to report to the Human Rights Commission on the investigation's results and about the measures devised and brought into effect.
In a related resolution, the Sub-Commission requested the competent United Nations bodies to amend the rules of procedure to allow the Sub- Commission and its working group on communications to take decisions on matters arising from the implementation of resolution 1503 by "the method of voting by secret ballots unless the Sub-Commission or its working group decide otherwise".
The Sub-Commission's bureau, unanimously elected by the members was made up of the following officers: Abdelwahab Bouhdiba, expert from Tunisia (Chairman); William Beverly Carter, expert from the United States, Carlos Holguin Holguin, expert from Colombia, Waleed M. Sadi, export from Jordan (Vice-Chairmen); Dumitru Ceasu, expert from Romania (Rapporteur).
