It requested the United Nations Children's Fund (UNICEF) in co-operation with the working group to gather evidence concerning the sale of children, and decided to inscribe the subject of exploitation of child labour on its agenda for 197, the International Year of the Child.
The Sub-Commission appealed to Governments concerned to press privately- owned industries to ameliorate the conditions of work of children. It requested the working group to undertake, as a matter of priority, an in-depth, world- wide study of debt bondage.
In a separate resolution, the Sub-Commission asked the Commission on Human Rights to recommend that Benjamin Whitaker, member from the United Kingdom, extend and update the 1967 Report on Slavery (United Nations publication, Sales No. 67, XIV.2). It asked the Secretary-General to give the Special Rapporteur all the assistance required. (Adopted by 16 votes in favour, 3 against with one abstention.)
Rights of Non-Citizens
The Sub-Commission requested Baroness Elles, Special Rapporteur on the protection of human rights of individuals who are not citizens of the country in which they live, to present her study (document E/CN.4/Sub.2/392) together with the revised draft declaration on the subject (document E/CN.4/Sub.2/L.682) to the Commission on Human Rights at its 1979 session.
The revised "declaration on the human rights of individuals who are not citizens of the country in which they live", prepared by Baroness Elles, containe 10 articles. It makes the following main points:
Every non-citizen shall enjoy at least the following rights: the right to security and protection against violence or bodily harm; the right to equal access and equal treatment before tribunals and judicial organs; the right to freedom of movement and choice of residence; the right to leave the country; the right to marriage and choice of spouse; the right to own property; the right to freedom of thought, conscience and religion; the right to freedom of opinion and expression; the right to freedom of peaceful assembly and association; and the right to retain his own language, culture and traditions.
- No non-citizen shall be arrested or detained arbitrarily, subjected to torture or to cruel, inhuman or degrading treatment or punishment, or oxpelled or deported arbitrarily. "Collective expulsion of non-citizens is prohibited."
Every non-citizen shall enjoy at least the following economic and social rights: rights to just and favourable conditions of work, equal pay for equal work, and to just and fair remuneration; the right to repatriate earnings and savings; the right to join trade unions; and the right to medical care and social services.
