HUMAN RIGHTS SUB-COMMISSION RECOMMENDS PRINCIPLES TO PROTECT DETAINEES

ACTS ON QUESTIONS RELATING TO COLONIAL REGIMES, CHILD LABOUR,

DEMOCRATIC KAMPUCHEA AND ECONOMIC AID TO CHILE

A set of draft principles for the protection of detainees and prisonors, which could become the basis for a future human rights convention, was approved by the Sub-Commission on Prevention of Discrimination and Protection of Minorities at its thirty-first session, held in Geneva from 28 August to 15 September.

The Sub-Commission, a subsidiary body of the Commission on Human Rights composed of 26 experts (acting as individuals and not as Government repre- sentatives) also :

Called for a study of measures to secure the independence and impartiality of the judiciary so that there should be no discrimination in the administration of justice;

Decided that the Commission on Human Rights should examine a draft declaration on rights of persons living in countries other than their own;

Urged all States and international organizations to assist countries and peoples under colonial or alien domination or foreign occupation to exercise the right of self-determination;

Discussed a provisional list of banks and companies whose activities were said to constitute aid to the racist regimes of southern Africa;

Endorsed "generally" the Declaration and Programme of Action of the World Conference to Combat Racism and Racial Discrimination, held in Geneva last month;
