AS REGARDS THE HEATHROW/GATWICK PROBLEM THE SCANDINAVIANS HAVE HOISTED ON BOARD ROGERS' REJECTION, AT THE MEETING IN AUST IN LONDON, OF THEIR PROPOSAL THAT ALL SERVICES BETWEEN SCANDINAVIAN POINTS AND LONDON SHOULD OPERATE TO GATWICK. AFTER SOME SPARRING FOR POSITION THEY ACCEPTED THE CONCEPT OF SPLIT OPERATIONS TO
SOME POINT CR POINTS IN SCANDINAVIA BY BOTH SIDES. THEY HAVE ACQUIESCED IN ROGERS' STATEMENT THAT ANY NEW SERVICE (E.G. AARHUS - LONDON) WILL BE PUT INTO GATWICK AND SAS ARE EVEN RESIGNED
TO SOME MODEST TRANSFER OF EXISTING HEATHROW SERVICES TO GATWICK
ALTHOUGH THE EXTENT AND TIMING OF THIS HAS YET TO BE EXPLORED.
THE SCANDINAVIANS ARE ADAMANT HOWEVER THAT THESE CONCESSIONS
ON THEIR PART OVER THE HEATHROW/GATWICK ISSUE (WHICH THEY REGARD AS A MAJOR MOVE IN OUR DIRECTION) WOULD BE CONDITIONAL ON OUR
DESIGNATING ONLY ONE UK CARRIER ON EACH ROUTE BETWEEN LONDON AND
POINTS IN SCANDINAVIA, BOTH SIDES RECOGNISE THAT THIS IS A MAJOR
ISSUE WHICH HAS YET TO BE RESOLVED.
6. AS REGARDS THE WIDER PROBLEM OF CAPACITY, IN THE FACE OF ROGERS' INSISTENCE THAT SCHEDULED AND CHARTER SERVICES MUST BE TAKEN TOGETHER (WHICH, IN THE LIGHT OF THE SITUATION DESCRIBED IN PARA 2 ABOVE HAS PUT THE DANES IN A VERY UNCOMFORTABLE POSITION)
THE SCANDINAVIANS HAVE RETREATED BY STAGES FROM THEIR ORIGINAL POSITION AND HAVE NOW GIVEN UP THE ATTEMPT TO OBTAIN A 50/58 DIVISION OF SCHEDULED SERVICE CAPACITY. HOWEVER, THEY ARE TRYING TO FIND ALTERNATIVE WAYS OF ACHIEVING A DIVISION OF SCHEDULED SER-
VICE CAPACITY IN PRACTICE.
7. THE SCANDINAVIANS ARE ALSO STILL TRYING TO OBTAIN PROVISIONS WHICH WOULD ENABLE THEM TO BLOCK CAPACITY INCREASES ON OUR SIDE ALTHOUGH THEY HAVE ACCEPTED OUR CONCEPT OF A ''FALL-BACK'' PROV ISION TO BE APPLIED IN THE EVENT OF DISAGREEMENT.
8. THEY HAVE ALSO ACCEPTED ROGERS' SUGGESTION THAT IN ORDER TO AVOID THE RECURRENCE OF THE KIND OF MISUNDERSTANDING THAT AROSE LAST AUTUMN THERE SHOULD BE AN ARRANGEMENT FOR FILING FORWARD PLANS BY THE AIRLINES AND UP-DATING THEM AT SIX MONTHLY INTERVALS. THIS WOULD PROVIDE ADVANCE WARNING OF PROBLEMS WHICH WERE LIKELY TO ARISE AND AN OPPORTUNITY TO DEAL WITH THEM IN GOOD TIME.
