UK/CHINA AIR SERVICES AGREEMENT

At the meeting which George Rogers and I attended with H M Ambassador in your office on 20 September, we agreed that I would produce the first draft of a publishable statement which could be tried out on the Chinese at official level before the Foreign Minister visits the UK. I attach a draft for your consideration. It covers the two points which we all thought it necessary to meet: one China and the distinction between the state airlines on the trunk route and private airlines on the regional route. For ease of reference, I have annexed to this letter some notes about the political aspects of the Sino-Japanese negotiations in 1974; the five points which the Chinese put to us and the text of the confidential statement which we unsuccessfully tried out on the Chinese in 1975.

If you think that the draft could be strengthened by a reference to the 1972 statement by HMG, would you please consider how this might be inserted. I do not have a copy of the statement and it is no doubt more easily accessible to you.

We agreed at the meeting that when we, you and MAED are satisfied with a draft, you would put it to your Legal Advisers. Thereafter, it will obviously have to go to Hong Kong for comment. In consulting them, we shall no. doubt have to provide them with answers to the questions about the Japanese solution in their telegram no. 995 of 16 August. Roger Allen's letter of 31 August to Tom Stables says that the FCO are doing some work on this. My annex A to this letter goes some of the way.

When an agreed draft is put to the Embassy in Peking, it will of course be necessary to provide some briefing on those of the Chinese five points which are not covered by the statement, just in case the Chinese refer to them. We will do some work on this.
