May I refer to your minute of 19 October? I have only one point on the text in your second draft telegram. As a matter of pure logic, it does not seem to me that the second sentence "necessarily follows" from the first sentence, unless you are prepared to take into account the additional element of fact that the Taiwan Authorities do not claim to be a state distinct from China and that any national insignia which is used by an airline authorised by them does not claim to be the insignia of any nation other than China. But, though the words "It naturally follows that" are subject to this criticism, I recognise that they greatly improve the run of the passage. And I do not therefore suggest that they. should be omitted. I am therefore content with the draft.
