6. WE THINK IT UNWISE, AT ANY RATE AT THIS STAGE, TO TRY AND USE CHINESE INTEREST IN THESE FLIGHTS AS A LEVER FOR SIGNATURE OF THE ASA. 7. IN ANY CASE THE CHINESE PROPOSALS, ALTHOUGH STRETCHING THE LIMITS, - COME WITHIN THE FRAMEWORK OF CHARTER FLIGHTS FOR WHICH DCA HONG KONG IS RESPONSIBLE. I SEE MERIT IN MAINTAINING THE DISTINCTION BETWEEN APPROVAL OF THESE AND THE ARRANGEMENTS FOR SHCEDULED SERVICES FOR WHICH THE UK IS NORMALLY RESPONSIBLE AND WHICH WOULD BE THE SUBJECT OF AN ASA. INDEED, NOT TO DO SO WOULD BE SEEN AS DISCRIMINATORY, ON THE GROUNDS THAT THE APPROVAL OF NON-
