the scope of the talks was widened to include the associated Air Traffic Control (ATC) and Communications procedures.

Following the usual exchange of pleasantries, Li expressed his gratitude for the excellent co-operation extended by the Hong Kong authorities which had made the Trade Fair charter flights such a success. This theme cropped up with everyone that one spoke to in Canton.

From the outset Li made it clear that it was important to both Hong Kong and China that the current series of charter flights should continue and he therefore looked to the Hong Kong authorities to say how the flights could best be accommodated. He frankly admitted that the flights were not quote 100% pure unquote which meant that passengers had been carried who had nothing to do with the Trade Fair. Nevertheless, the public interest required the flights to continue. Mention was made of the improved and improving sea and rail communications between Hong Kong and Carton and Li took the view that air communications should not lag behind.

I responded that we in Hong Kong too were pleased at the success of the Special Events charters covering the Trade Fair and would be glad to consider any proposals from CAAC in respect of further charters. However, I added a note of caution that DOA Hong Kong hai no authority to approve schedulea services and that further charter proposals must be in the context of the rules governing non- scheduled services.
