Representatives of the Australian and UK Governments met in Canberra from 31 July to 5 August 1978, to give further consideration to the Australian proposals for revised air services arrangements which

had been discussed in London from 12 to 23 June 1978. A Quantrill They were assisted by representatives of British Airways, Cathay Pacific and Qantas. The discussions were held in a most cordial and open atmosphere.

The Delegations had before them a statement which had been approved by UK Ministers in response to the Australian proposals (copy attached). they had an agreed record of discussions between British Airways and Qantas on a number of practical issues which had arisen at the previous meeting.

The practical issues involved in the implementation of the Australian proposals both on the trunk route between Australia and the United Kingdom and on the routes between Australia and Hong Kong were carefully examined. A list of the more important of these is attached.

The Delegations identified acceptable solutions to a wide range of these issues, including a proposed fare structure which would apply under the new regime on the trunk route. A fare structure for the route between Hong Kong and Eastern Australia was also developed, which appeared, subject to confirmation, to be appropriate to future operations on that route. Details of these fare structures are attached. On the other hand, some issues still remained to be resolved notably acceptable arrangements for the route between Hong Kong and Western Australia and for Concorde operations to Australia.

At the request of the UK, the Delegations examined alternative ways in which a modest charter operation on the trunk route might be incorporated within the suggested new arrangements. Implications for the basic structure of the Australian proposals were discussed. It was agreed that the Australian Delegation would provide additional elaboration on these implications as a basis for further discussions.
