1. IN ADDITION TO THE WIDER ISSUES REPORTED IN MIPT, ROGERS DISCUSSED THE FOLLOWING SPECIFIC BI-LATERAL ISSUES WITH ROWLAND AND HIS COLLEAGUES.

A. HONG KONG E AUSTRALIA. WE POINTED OUT THAT CPA WERE ONLY PROPOSING TO TAKE UP TWO OF THE FOUR FREQUENCIES TO WHICH THEY WOULD BE ENTITLED WHEN BA CAME OFF THE ROUTE ON 1 APRIL 1978. WE EXPLAINED THAT THIS WAS BECAUSE TRAFFIC HAD NOT GROWN AT THE RATE EXPECTED WHEN CAPACITY PLANS FOR THE CURRENT YEAR WERE FORMULATED BY THE THREE AIRLINES LAST YEAR, THIS SOLUTION TO THE PROBLEM OF POTENTIAL EXCESS CAPACITY-WAS ACCEPTABLE TO US RATHER THAN THAT QUANTAS SHOULD BE REQUIRED TO REDUCE THE CAPACITY THEY WERE ALREADY OPERATING. WE TOUCHED BRIEFLY ON CPA'S FUTURE INTENTIONS ON THE ROUTE. ALTHOUGH WE DID NOT DISCUSS IN DETAIL THE CAPACITY SHARING PROVISION ON THE ROUTE THE AUSTRALIANS DID NOT DISSENT FROM THE CONCEPT OF PARITY OF FREQUENCIES (AS EXPRESSED IN THE CMU ITSELF) ON EITHER SIDE.
