Dear Colleague,
In view of the consensus reached during the 32nd session of the General Assembly on the resolution on the problem of safety in international civil aviation my delegation feels that we should take advantage of this positive development to try to encourage countries which have not yet adhered to the civil aviation conventions of Tokyo, The Hague and Montreal to do so as soon as possible.
As you may know consultations have already taken place in a number of capitals, amongst which also figures the capital of your country. As the results of these consultations were for the greatest part very positive, my delegation after consulting the delegations of the Federal Republic of Germany, Japan and the United States of America would like to invite your delegation to preliminary discussions on the formation of a "contact group" of countries that have already adhered to the three civil aviation conventions. This contact group would undertake to approach countries which have not yet ratified these treaties. The first meeting of this contact group which will be chaired by the delegation of the Netherlands will be held in the Netherlands Mission to the United Nations, 711 Third Avenue, 9th floor on 8 March 1978 at 10.00 o'clock and will probably continue on 9 March 1978.
During the meeting the group could discuss the best method and procedure for approaching the
