I have discussed both with the PCT and we agree with Hong Kong's line. The CA Hong Kong is responsible for the control of ron-scheduled flights by foreign operators into Hong Kong are har les them on a case-by-case basis. Scheduled services are controlled by the US and in the past such services were operated under an exchange of notes of 1970 between the Erbassy and UFA in Saigon.
