1. I HAD ALREADY SPOKEN TO TALBOYS BUT ONLY IN BROAD POLITICAL TERMS. HE WAS VERY MUCH AWARE OF THE PROBLEM.

SMITH, BRITISH AIRWAYS MANAGER HAS COMPARED NOTES WITH HEAD OF CHANCERY PRIOR TO JOINING BA SIDE FOR LONDON TALKS. HE WAS PARTICULARLY INTERESTED IN WHAT WE HAD PICKED UP FROM EDWARDS AND HEALY ABOUT THEIR INTEREST IN DEVELOPING CO-OPERATION BETWEEN ANZ AND BA. ARCHER DID NOT MENTION CPA DEVELOPMENTS BUT SMITH THOUGHT THAT ANZ MIGHT ARGUE THAT APART FROM HONG KONG CONSIDERATIONS BA ACCESS TO AUCKLAND WAS NO LONGER MATCHED BY OPPORTUNITIES FOR ANZ. 3. ARCHER TOLD SMITH THAT WE HAD SOME HINT IN THE LAST WEEK FROM NZ TRANSPORT OFFICIALS THAT THEY HAD BEEN THINKING AGAIN ABOUT ANZ ACCESS TO LONDON AND THAT THEY WERE WONDERING ABOUT NEW INTERCHANGE ARRANGEMENTS PERHAPS INVOLVING LEASING AIRCRAFT. SMITH THINKS THAT WERE BA IN A POSITION TO LEASE 747S TO ANZ TO ALLOW THEM TO FLY THROUGH TO LONDON MOST OF THE RECENT PROBLEMS IN OUR BILATERAL CIVIL AVIATION RELATIONS WOULD DISAPPEAR. HE INTENDS TO TALK ABOUT THIS WITH HIS MANAGEMENT. AN ALTERNATIVE WAY OF INCREASING CO-OPERATION WOULD BE TO OPERATE THE BA SERVICE WITH A RESERVE OF SEATS FOR ANZ. 4. ARCHER COMMENTED THAT HE COULD NOT ASSESS WHETHER ANY OF THESE OPTIONS WERE COMMERCIALLY VIABLE BUT HE THOUGHT THAT IF BA WANTED TO GET NEW ZEALAND AGREEMENT TO A NEW FARE STRUCTURE FOR THEIR DIRECT FLIGHTS THEY WOULD NEED TO SHOW TO THE NEW ZEALANDERS THAT THERE WAS SOMETHING IN IT FOR THEM AND ANY PROPOSALS DEMONSTRATING THAT THERE WAS POTENTIAL FOR NEW AREAS OF CC-OPERATION SHOULD HELP.
