UK/NEW ZEALAND AIR SERVICES NEGOTIATIONS
1. You will see that the Minister of State expressed concern about your undated submission indicating that we may be in for a row with the Now Zealanders on air services.
2. I think it would help if you could give some indication of when the DOT aim to have the next round of talks with the low Zealanders, which must clearly be well before 30 September, and what the DOT see as the limits within which a compromise could be found. I understand that allowing ANZ a monopoly on the Auckland/Hong Kong route until 1980 is fully in line with CPA's requirements since they do not operate on the route at present but would like to do so from 1980 onwards.

You will no doubt advise whether Ministers should take this up with their New Zealand counterparts if occasion arises during the Summer (I do not think there is one at the moment), not to get involved in the details, but to stress the importance of voiding a confrontation. Mr Cortazzi and I will also need to be kept posted.
