Civil Aviation Department/have suggested that the attached amendment should be made to the draft letter circulated with my minute of 30 January. I am inclined to accept the amendment. Liu's call on Mr Rogers post dated the comments from Peking on which paragraph 3 of my draft was based. I agree fully with the point made in the final sentence of the amendment.
